You want to write an invoice quickly without paying for it. Sounds simple, until you hit the mandatory fields under §14 of the German VAT Act, sequential numbering, GoBD-compliant archiving, and since 2025 the e-invoicing mandate too. A "free" invoice is written fast, but not every one counts with the tax office.

This guide shows you which free options still work in 2026, where the traps lie, and when a supposedly free tool ends up costing you more than expected.

One thing up front: "free" and "legally valid" are two different things. A Word template is free, but it does not number automatically, archives nothing, and since 2025 it cannot produce a B2B e-invoice.

In short: creating an invoice for free

  • Three routes are free: a Word/Excel template, an online generator, and free invoicing software. They differ mainly in comfort, archiving and e-invoicing.
  • Mandatory fields always count: without the fields under §14 UStG the invoice is formally invalid and your client loses the input-VAT deduction.
  • Word is the riskiest option: manual numbering, no archiving, no structured e-invoice format.
  • Receiving e-invoices has been mandatory since 2025, sending becomes mandatory in B2B from 2027 (turnover above €800,000) and 2028 (everyone). Small-business owners stay exempt from sending.
  • It only stays truly free with software that includes numbering, a GoBD archive and e-invoicing automatically. With Norman, exactly that is free forever.

Three ways to create an invoice for free

When you search for "create invoice free," you get roughly three types of solutions, and they differ enormously:

  • Word or Excel templates: You download a .docx or .xlsx file, fill in the recipient and line items, export as PDF. Full control, zero comfort, high error risk.
  • Online generators: You fill in a form in the browser and download a PDF. Fast, but usually without saving your data. Next time you start from scratch.
  • Free invoicing software: A real tool with login, customer management, automatic numbering and archiving. Works like a paid solution, and the provider earns money through other modules.

Which option fits you depends on how many invoices you write per year, whether you are a small-business owner (Kleinunternehmer), and whether your clients are B2B or B2C. The overview below puts the three routes side by side:

In short: for your very first invoice a template is enough. As soon as you invoice regularly, real software saves you time and rules out the typical error sources. For a detailed step-by-step guide, see our article on writing an invoice.

What must appear on every invoice

Whatever tool you use, these mandatory fields under §14 UStG must be on it, otherwise the invoice is formally invalid and your client can refuse the input-VAT deduction:

  • Full name and address of you and the recipient
  • Your tax number or VAT ID
  • Issue date
  • A sequential, uniquely assigned invoice number
  • Quantity and type of goods or services plus the supply date
  • Net amount, VAT rate (19% or 7%) and VAT amount
  • Total (gross) amount

For invoices up to 250 euros gross, simplified rules apply, details in our article on the small-value invoice. As a small-business owner under §19 UStG you charge no VAT but must explicitly note the small-business rule. The full list with all special cases is in our guide to mandatory invoice fields.

Sequential numbers: the biggest trap with Word

The tax office requires gapless, unique number ranges. Anyone managing invoices in Word or Excel assigns numbers manually and sooner or later produces duplicates or gaps. In a tax audit you must explain every gap. It is doable, but tedious and error-prone. Software assigns the next number automatically and eliminates the risk.

You are free to structure your numbers, for example by year and counter (2026-001) or per client. What matters is only that no number appears twice and none is missing without explanation. A template does not manage that: delete a test invoice and you create a gap you later have to justify.

Free invoice template (PDF, Word & Excel)

Legally compliant with all mandatory fields under §14 UStG, three formats, ready to use.

GoBD: keep it unalterable for 8 years

Under §147 AO, since the 2025 reform you only need to keep invoices for 8 years (down from 10), in a GoBD-compliant way, meaning unalterable and traceable at any time. A PDF in your downloads folder does not reliably meet this: who guarantees the file will still be there in five years and was not changed afterwards? This is exactly where Word templates and many online generators fail, since they do not store your invoice after download.

In practice this means anyone working with templates needs a second system for storage, for example a cleanly structured folder with a backup, maintained for eight years. Software handles the audit-proof storage automatically with every invoice you issue.

E-invoicing 2026: why PDF templates now fail

Since 1 January 2025, the e-invoicing mandate applies in the B2B sector in Germany. A simple PDF is no longer an e-invoice, a structured format under EN 16931 such as XRechnung or ZUGFeRD is required. The switch happens in stages, and the key point for everyone applies today already: you must be able to receive e-invoices now. Word and Excel templates cannot produce the structured format at all.

Timeline of the German e-invoicing mandate: receiving from 2025 for everyone, PDF sending allowed until end of 2026, sending required from 2027 above 800,000 euro turnover and from 2028 for all B2B

Small-business owners stay permanently exempt from sending, but must still be able to receive e-invoices. What is coming in 2026 and beyond is covered in our e-invoicing overview and on our e-invoicing product page.

When "free" gets expensive

A free template costs you no money, but it costs time, and money when mistakes happen. Expect manual numbering, no archiving, no e-invoice format, no link to your bookkeeping. Every invoice has to be re-entered into your income statement or VAT return at year-end. At ten invoices a month that quickly adds up to several hours of rework per quarter, which real software saves you entirely.

With Norman, invoicing is permanently free, with no limit. You create a §14-compliant invoice in under two minutes that is sequentially numbered, archived in a GoBD-safe way and, if you wish, goes out directly as XRechnung or ZUGFeRD PDF. Every invoice you issue lands automatically in your bookkeeping, so no second tool is needed. How the AI bookkeeping handles this, and what is genuinely free, is on our pricing page.

Frequently asked questions

Is an invoice created in Word valid?

Yes, as long as all mandatory fields under §14 UStG are present and you store it GoBD-compliant. Two catches remain: you have to keep the sequential number gapless yourself, and in B2B you cannot produce a structured e-invoice format with it. Word is fine for your first invoice, but long term it is the riskiest option.

Can I write a free invoice as a small-business owner?

Yes. As a small-business owner under §19 UStG you charge no VAT and instead add the §19 note to the invoice. All other mandatory fields still apply. You remain exempt from sending e-invoices, but you have had to be able to receive them since 2025.

Do I have to create my invoices as e-invoices from 2025?

Receiving yes, sending not immediately. Since 1 January 2025 every company must be able to receive e-invoices. The obligation to send e-invoices yourself starts in B2B from 2027 for companies with over €800,000 in prior-year turnover, and from 2028 for everyone. Plain PDFs no longer count as an e-invoice then.

How long do I have to keep free invoices?

Since the 2025 reform the rule is 8 years (§147 AO), down from 10. Storage must be GoBD-compliant, meaning unalterable and verifiable at any time. A PDF in your downloads folder only qualifies if you additionally store it securely with a backup.

What does free invoicing software really cost?

With Norman, invoicing and bookkeeping cost nothing permanently, with no invoice limit. Norman only earns money on the paid tax features. With other providers, read the fine print: often only a certain number of invoices is free, or the e-invoice format is tied to a paid plan.

Conclusion

Creating an invoice for free is entirely possible in 2026, but only proper software automatically meets the mandatory fields, sequential numbers, GoBD archiving and the e-invoice format. Word and Excel templates are fine for your first invoice but quickly become a risk as your business grows. If you write invoices regularly, free invoicing software is the better deal: it costs nothing and handles the bookkeeping at the same time.
