VAT Return Software Germany 2026: 7 Tools Compared

The Umsatzsteuervoranmeldung (UStVA), Germany's monthly or quarterly VAT advance return, is the recurring chore most freelancers and small business owners dread — always due on the 10th, always through ELSTER, always full of cryptic line numbers. VAT return software is supposed to take that pain away: scan receipts, calculate input tax, fill the right boxes, file directly with the Finanzamt. But not every tool does this well, and many bundle features you'll never use.
This guide compares 7 UStVA tools — from raw ELSTER alternatives to full AI-powered accounting suites. You'll see which one fits which situation and where you can save money.
What VAT return software actually has to do
Before comparing tools, get clear on the minimum bar. § 18 UStG requires you to file electronically through ELSTER — anything below that fails. Above that, the question is how much manual work the software removes. The right tool turns a 3-hour ELSTER session into a 30-second review-and-submit.
File your VAT return in 5 minutes — no ELSTER
Norman calculates your Umsatzsteuervoranmeldung from your bank data and invoices, validates it, and submits it directly to the Finanzamt. No ELSTER certificate, no manual data transfer.
A solid VAT return tool should cover at least these capabilities:
Direct ELSTER submission from inside the app — no XML export, no browser hop, no certificate juggling
Auto-filled tax codes (e.g. code 81 for 19% sales, code 86 for 7%, code 66 for input VAT) from your invoices and bank transactions
Reverse-charge detection for purchases from Stripe, AWS, Google, Meta — these belong in codes 46/47
Intra-EU acquisitions (codes 89/61) booked correctly
Corrected UStVA filings if you spot a mistake after submission
Permanent extension (Dauerfristverlängerung) with the 1/11 special prepayment
GoBD-compliant receipt archive for the 10-year retention requirement
DIY vs. software vs. tax advisor
Before comparing tools, here's an honest breakdown of the three options:
Approach | Time per filing | Annual cost | Best for |
|---|---|---|---|
ELSTER (manual) | 1–3 h | €0 | Few receipts, simple revenue, comfortable with tax codes |
VAT return software | 5–30 min | €0–€360 | Freelancers with regular receipts, B2B purchases, reverse-charge |
Tax advisor (Steuerberater) | Hand off receipts | €600–€2,400 | Complex structures, GmbH/UG, holdings, foreign business |

The 7 best VAT return tools compared
1. Norman
Price: Bookkeeping and invoicing free, UStVA filing from €12/month (Klein plan).
ELSTER submission: Direct from the app, no certificate required.
Strengths: AI receipt scanning, automatic reverse-charge detection, auto-mapped tax codes from bank data, one-click Dauerfristverlängerung. You can even file UStVA without an ELSTER certificate — Norman submits on your behalf.
Weaknesses: Free plan supports null filings; active submission requires the paid plan.
Best for: Solo freelancers, contractors, Kleinunternehmer, small UG/GmbH without complex group structure.
2. Lexoffice (Lexware Office)
Price: from €11.90/month (invoicing & finance), UStVA submission only from the bookkeeping plan (~€22/month).
ELSTER submission: Direct from the app.
Strengths: Established tool, deep DATEV integration, broad receipt OCR.
Weaknesses: UStVA isn't in the cheapest plan — you have to upgrade. UI feels classic, less automated than AI-native tools.
Best for: Anyone who needs a bridge to a tax advisor (DATEV export). See the full Norman vs. Lexoffice comparison.
3. sevDesk
Price: from €9.90/month, UStVA submission from the bookkeeping plan (~€19.90/month).
ELSTER submission: Direct from the app.
Strengths: Solid VAT functionality, good receipt OCR, cash book.
Weaknesses: Add-ons for dunning and multi-user inflate the price quickly. See the head-to-head at Norman vs. sevDesk.
Best for: Freelancers already on sevDesk or who need DATEV export for their advisor.
4. WISO Mein Büro / WISO Steuer
Price: Mein Büro from ~€159/year (or subscription), Steuer Mac/PC ~€50/year.
ELSTER submission: Yes, built in.
Strengths: Very granular VAT fields, strong on edge cases (reverse charge, EU sales, Zusammenfassende Meldung).
Weaknesses: Desktop-first, mostly Windows. Cloud sync is limited. If you want a more modern alternative, see our WISO alternative.
Best for: Power users with many edge cases who are comfortable on desktop software.
5. Accountable
Price: from ~€14/month, UStVA included.
ELSTER submission: Direct from the app, mobile-first.
Strengths: Quick setup, mobile UX, fits solo freelancers with a small receipt volume.
Weaknesses: Not a full bookkeeping system, limited EÜR features, no multi-user.
Best for: Mobile freelancers with simple expense patterns. See the Norman vs. Accountable comparison.
6. FastBill
Price: from ~€9/month, UStVA only on the Premium plan (~€35/month).
ELSTER submission: Direct from the app.
Strengths: Clean invoicing module, good banking integration.
Weaknesses: UStVA only on the most expensive tier, which pushes many users to a FastBill alternative.
Best for: Agencies focused on invoicing who happen to also need VAT filing.
7. ELSTER Online (free)
Price: €0.
Strengths: Direct from the tax authority, always current, no license cost.
Weaknesses: You have to compute every code yourself, no receipt OCR, no reverse-charge logic, no templates. Mistakes only surface in the Finanzamt's notice. If you're determined to do it manually, see the guide on filing UStVA yourself.
Best for: Very simple cases, null filings, hobby-level businesses with under 5 receipts a month.
Cost comparison: what does the VAT feature really cost?
Tool | UStVA-capable plan | ELSTER direct | Auto reverse-charge | Receipt OCR |
|---|---|---|---|---|
Norman | from €12/mo | Yes | Yes (AI) | Yes (AI) |
Lexoffice | from ~€22/mo | Yes | Partial | Yes |
sevDesk | from ~€19.90/mo | Yes | Yes | Yes |
WISO Mein Büro | from ~€13/mo | Yes | Manual | Limited |
Accountable | from ~€14/mo | Yes | Yes | Yes |
FastBill | from ~€35/mo | Yes | Partial | Yes |
ELSTER Online | €0 | Yes | No | No |
Pricing reflects public tariff pages at research time and changes occasionally. Watch for the small print "VAT submission included" — many vendors put UStVA behind an upgrade. For a broader market view see the Accounting software comparison 2026.
What to actually look for when buying
Direct submission, not XML export
Some tools only generate an XML file you upload to the ELSTER portal yourself. That's a design failure — two steps instead of one, and twice the surface area for mistakes. Buy only tools that talk to the Finanzamt directly.
Reverse-charge without manual clicks
If you pay Stripe fees, host on AWS, run Google or Meta ads, or buy software from US vendors, reverse-charge applies (§ 13b UStG). Good software detects it from the payment description and assigns the right codes automatically. Manual mapping is one of the most common mistakes in DIY filings.
Input-tax plausibility checks
Before submission, the tool should warn you: "input tax claimed on receipts without supplier VAT-ID" or "reverse-charge receipt without § 13b reference". These checks save you from Finanzamt follow-ups.
Correction workflow
Mistakes happen. The important thing is being able to file a corrected UStVA in two clicks without reinstalling your ELSTER certificate. We have a full guide on how to correct your UStVA.
Permanent extension
If you file monthly (because last year's VAT liability was over €7,500), you can apply for a permanent one-month extension by paying 1/11 of last year's liability as a special prepayment. Good software does this with one click.
What about Kleinunternehmer (§ 19 UStG)?
If you qualify as Kleinunternehmer, you no longer need to file UStVA at all (the null-filing requirement was abolished in 2024). What you need is a tool that captures revenue and receipts cleanly for your annual EÜR — see the EÜR software comparison.
Heads up: once you cross €25,000 mid-year or stay above €100,000 the following year (2026 thresholds), you become a regular VAT-registered business and have to start filing UStVA. At that point you'll want software that can pick up your historical data without re-entering everything.
Which VAT software fits which situation?
Solo freelancer with Stripe/PayPal/AWS: Norman or Accountable. Reverse-charge auto-detected, app-first UX.
Working with a Steuerberater: Lexoffice or sevDesk for DATEV export.
UG/GmbH and want everything in one place: Norman (free bookkeeping + invoicing, paid filings) or Lexoffice for more complex setups.
Filing only null returns: ELSTER Online is enough — or a tool like Norman that auto-detects null filings.
DIY type, prefer desktop: WISO Mein Büro.
Bottom line
VAT return software pays off the moment you have more than 5 receipts a month or use any US-based service. The time saving is real — from 2-3 hours of manual ELSTER work to a 5-minute review. The non-negotiable features: direct ELSTER submission, automatic reverse-charge detection, and painless corrections.
If you want one tool that handles bookkeeping and VAT filings together, Norman is free for bookkeeping and invoicing and only charges for actual VAT submissions. You can try it without commitment here.
